How would I go about adding an image tag for templates? Like {img} and then when I add new news I can specify the url to an image. Is that possible?

This used to be possible in the older versions of the script, when adding news there was an extra field called "Avatar" that you could enter the URL of an image into, then in your template you could use the {avatar} tags. This was changed to instead of the authors profile picture as {avatar} and the field was removed from the news form.

The only way to do this currently would be to manually insert the image you want to show when adding/editing your news.
