Timezone issues with 3.4

I can't seem to change the time zone. Anything I put in the Timezone field seems to have no effect. The time just displays exactly what the server's time is. Any help?

Time timezone setting is in seconds, so if you'd like to offset the server time by say 4 hours forward you'd change it to

60*60*4 = +14400
