the swedish letter: Ã¥ Ã¤ Ã¶

in the db sometimes it is save
ÃƒÂ¥ ÃƒÂ¤ ÃƒÂ¶

sometimes
å ö ä

in the news script the letter is show ok

but not when I include 'news/index.php';
å ö ä is ok
but ÃƒÂ¥ ÃƒÂ¤ ÃƒÂ¶ is show ÃƒÂ¥ ÃƒÂ¤ ÃƒÂ¶ and not Ã¥ Ã¤ Ã¶
