Upload file and target blank

Is it possible to modify the script for uploading file as doc. zip ecc ecc, and other attachments?

I would like that links open into other page (target blank).

This feature is already added in the next release

Add file uploads, allow files to be attached to posts.

The online version 3.3 supports the file upload option. I download this version but It's not appears the feature File upload into Options
